The investigation
Lebanon Debate reported that an investigation by the Financial Public Prosecution found suspected involvement by a former mayor of an Aley-district municipality, three municipal employees, and outside contractors in a scheme using fake and forged invoices for municipal work, embezzling more than 1 billion Lebanese pounds.
Four people were detained, including the 85-year-old former mayor, referred to in reporting as "F.M." The detainees were charged with embezzlement of public funds and forgery under articles 359, 360 and 471 of the Lebanese Penal Code. Arrest warrants were requested for those detained, and warrants in absentia for other suspects being sought.
Why this profile is handled differently
Every other profile on this site names the accused in full because that name appears in an official sanctions list, an international indictment, or press reporting under a full byline name. This case does not meet that bar, and the site's own methodology calls for that distinction to be visible to readers rather than for a name to be guessed or reconstructed.
The entry identifies him only by the initials used in the available reporting.
Current status
At the February 2025 review, no public report identified a trial outcome. The detention and charges are documented, but no conviction was found.
